The latest proposal for access to the proposed Churchill care home for the elderly gives me no reason to change my proposals submitted in respect of the earlier application for St Leonard's Quarter.
The sole exit for the proposed care home being on to Weirfield Road is totally inappropriate as it is a narrow residential street, much used by pedestrians, with a difficult exit onto Topsham Road at the top of a winding, steep slope.
The care home (and the main development) require two accesses, the main one being onto Topsham Road, preferably forming a crossroad with St Leonard's Road, regulated by traffic lights. There is sufficient space for such an access route available on the site plans.
The layby on Topsham Road shown on the plan is insufficient as a second access for the care home. There could be an emergency access controlled by bollards onto Weirfield Road in the event of Topsham Road being closed by road works or alternatively the proposed stepped approach from the top of Trews Weir Reach could be adapted for emergency vehicular access linking to the crossroad below County Hall.
